Wendy Howse is the appointed EVDSC COVID Safety Officer and holds the responsibility of staying abreast of news related to COVID-19, new government regulations, Swim BC bulletins, assisting in the development of the Club’s plan and education and enforcement. 3.Employer Return to Work Safety Plan 3.1 Staff training and Personal Protective Equipment ● Each employee will have their own equipment needed for each shift (e.g. gloves, masks, etc.); ● All employees will be provided with the appropriate PPE for the work being performed; ● Staff will be screened for symptoms at the start of each shift and be unable to work upon presentation of any symptoms; ● All staff will be trained in accordance to The Lifesaving Society's recommendation for practicing during social distancing and SwimBC Return to Swimming Guidelines; ● Staff will not be in physical contact with each other or swimmers. In the event of a first aid emergency, lifeguards will follow The Lifesaving Society’s outlined protocols. Protective equipment, including gloves and marks, will be worn during any emergency dealings and the responder(s) and victim will be required to disinfect after the conclusion of the incident. Full documentation will be taken, including any contact made between victim and responder(s); and ● When possible, staff training and communications will be carried out through online platforms. The preferred means of communication between staff will be Zoom video conferencing and WhatsApp messaging services. All communication will be documented. 4.Facility Access and Use 4.1 Lane Density  No more than 7 swimmers per double lane as required by the City of Fernie;  Swimmers will be encouraged to maintain physical distancing on the wall; and  Lanes will be one way, with swimmers swimming directly over the black line (2.5m apart)  In phase 3 following the Viasport Cohort model, lane density may increase up to 7 swimmers per single lane. EVDSC Return to swimming Plan 4 | P a g e Version 2.2 – September 22, 2020  BCCDC permits swimmers to be within 2.0m and where necessary (ie/ at the end of pools) be in physical contact. However physical distancing will still be promoted.  Until further specified by the City of Fernie Fernie Aquatic Centre scenario no overtaking will be allowed in training. 4.2 Facility Gather Limits Elk Valley Dolphins will work with the Fernie Aquatic Centre staff and other user groups to adhere to facility gathering limits as set by the facility plan. 4.3 Facility congestion points Entry into the facility:  Coaches and/or EVDSC official representatives will arrive 10 minutes prior to swimmers arriving to set up and prepare for arrival of swimmers.  Swimmers will arrive in their vehicles no more than 5 minutes before the start of practice; and  When it is time, swimmers gather at the designated entrance according with the facility plan in groups of 3. Social distance markers will be spaced 2m apart at the mustering point. A coach and/or EVDSC official representative will lead the swimmers into the building. No more than 3 swimmers will be allowed to be in the lobby.  Swimmers will be required to arrive in their bathing suits, wearing a mask and sanitise hands upon entry  Swimmers will keep 2 metres apart, wear a mask and walk to the designated spot where they will leave their bag and wait for further instruction; and  The deck will be one-way traffic. Deck:  Swimmers will be designated a spot where they will leave their bag and wait for further instruction; and  The deck will be one-way traffic. Pool Entry:  In the same group of 3, swimmers will travel to the farthest available lane and wait at the lane assigned spot for instruction;  Cones will mark separation on the deck and behind the blocks;  When swimmers get out, they will go directly to their assigned spot; and  There will be only one staged entry into the facility, swimmers who are more than 5 minutes late will not be permitted to swim. Exit from the facility:  Swimmers will be called back to their belongings to maintain separation, once dry the swimmer will put a mask on;  Swimmers will immediately leave the facility using the exit designated in the facility plan next to the steam room; and  There will be only one staged exit from the pool swimmers will not be permitted to leave early. EVDSC Return to swimming Plan 5 | P a g e Version 2.2 – September 22, 2020 5.Participants 5.1 Health of Swimmer Protocol  All members must review Club Illness Policy (Appendix B);  Daily monitoring will take places using the BC COVID-19 Self Assessment Tool (https://bc.thrive.health/);  There will be a ZERO tolerance stance for ‘training while sick’;  Personal, club of facility supplied hygiene stations where no hand washing station is available (dryland and open water training);  Swimmers will be required to enter the facility with a full water bottle, there will be no waterbottle stations available at the facility  Swimmers will be required to complete a “Covid Rules’ test before they will be allowed to train. The test will ensure all swimmers know the new requirements before their first training session.  Participants must sign the Participation Agreement (Appendix C); and  Swimmers must sign the Acknowledgment and Assumption of Risk Form (Appendix D). 5.2 Communication  Policies, procedures, and plans will be available on the club website and emailed directly to club members; and  Swimmers and Parents will be educated on the Return to Swimming protocol during online virtual training sessions before they can participate in-person activities. 5.3 Participant Group Considerations Any person with a medical condition that puts them at a higher risk must identify themselves to the coaching staff (i.e. diabetes, asthma, auto-immune disease, etc.). 6. Club Programming 6.1 For all training scenarios  All workouts will be posted prior to the training activity vie Email, TrainHeroic, or within the facility;  Participants will arrive no more than 5 minutes prior to the start of an activity;  Coaches will ensure the BC Covid-19 Self-Assessment Tool has been completed;  If the COVID-19 Questionnaire has not been completed, the coach will administer the following check;  Do you have any symptoms: fever, chills, cough, shortness of breath, sore throat and/or painful swallowing, stuffy or runny nose, loss of sense of smell or taste, headache, muscle aches, fatigue or loss of appetite?  Have you been in contact with someone diagnosed with COVID-19?  If any participant answers yes to any of the above, they must depart the training session immediately  Detailed attendance will be recorded by the coach for every training session and retained on file electronically;  Training groups remain consistent;  Participants bring personal water bottle; EVDSC Return to swimming Plan 6 | P a g e Version 2.2 – September 22, 2020  Use personal equipment only, no sharing; and  Athletes will not touch or handle any facility and club equipment (lane ropes, facility kickboards etc.). All equipment must be brought in individually. 6.2 Pool training activities  Goggles to be worn by all participants;  Practice start times staggered to account for individuals moving in and out of the facility; and  Coaches to consider PPE if physical distancing may be challenged.  No dryland activities will occur indoors 6.3 Outdoor Dryland Activities  Designated participant drop off/pick up area and;  Control group to maintain physical distancing (2m apart). 8. Emergency Response Strategy 8.1 First Aid  Coaches have quick access to emergency contact information; and  When social distancing is challenged in a first aid scenario the appropriate PPE should be worn. 8.2 Outbreak Plan  Lead coach will immediately notify the Fernie Aquatic CentreFacility Manager, the President of the EVDSC and the Club designated COVID safety officer . The lead coach will modify, restrict, postpone, or cancel workout as necessary;  Notify facility administration if any swimmer or coaching staff member reports they are suspected or confirmed to have COVID-19;  If a club member, coach develops or family member/household occupant contracts COVID-19 symptoms, implement the Illness Policy and advise individuals to:  Self-isolate;  Monitor symptoms daily, report respiratory illness and not return to activity for at least 10 days following the onset of COVID-19 symptoms.  Use the COVID-19 self-assessment tool (BC COVID-19 Self-Assessment Tool) to determine if further assessment or testing is needed.  Return to swimming / work if the individual or family member/household occupant is tested for COVID-19 and is negative;  Return to swimming / work if the individual or family member/household occupant is not tested, and 14 days have passed since they became ill and they are symptom free.  In the event any swimmer or coach has had to leave a practice, notify the Fernie Aquatic Centre facility administration immediately to permit proper disinfectant protocols to be followed;  In the event of a positive COVID-19 result immediately report and discuss the suspected outbreak with the Medical Health Officer (or delegate) at your local health authority. Implement your illness Policy and enhanced measures; and  Should a medical health officer contact your club, cooperate in the contact tracing – ensure attendance sheets are available. EVDSC Return to swimming Plan 7 | P a g e Version 2.2 – September 22, 2020 Appendix A Pool use Schematic: - Represent designated rest spots, which will be individually assigned. Rest spots will be encouraged but not mandatory. To avoid swimmers touching the walls and will be located in the shallow end of the Fernie Aquatic Centre. EVDSC Return to swimming Plan 8 | P a g e Version 2.2 – September 22, 2020 Appendix B- EVDSC ILLNESS POLICY In this policy “member” includes an employee, volunteer, participant or parent/ spectator. 1. Inform an individual in a position of authority (coach, team manager) immediately if, you feel any symptoms of COVID-19 such as fever, chills, cough, shortness of breath, sore throat and painful swallowing, stuffy or runny nose, loss of sense of smell, headache, muscle aches, fatigue and loss of appetite. 2. Assessment: a. Members must respond to a pre-training oral questionnaire before their practice/ activity to attest that they are not feeling any of the COVID 19 symptoms. b. Coaches will visually monitor team members to assess any early warning signs as to the status of their health and to touch base on how they are regarding their personal safety throughout the practice/ activity. c. If members are unsure, please have them use the BC COVID-19 Self-Assessment Tool BC Support App self-assessment tool. 3. If a member is feeling sick with COVID-19 symptoms: a. They should remain at home and contact Health Link BC at 8-1-1. b. If they feel sick and/or are showing symptoms while at practice they should be sent home immediately and have them contact 8-1-1 or a doctor for further guidance. c. NO member may participate in a practice/activity if they are symptomatic. 4. If a member tests positive for COVID-19: a. The member will not be permitted to return to practice until they are free of the COVID-19 virus. b. Any member who worked / practiced closely with the infected member will also be removed from club activity for at least 14 days. c. Ensure work / practice area is closed off, cleaned and disinfected immediately and any surfaces that could have potentially be infected/ touched. 5. If a member has been tested and is waiting for the results of a COVID-19 test: a. As with the confirmed case, the member must be removed from the work / practice area. b. The BCCDC advises that any person who has even mild symptoms to stay home and call 8-1-1. 6. If a member has come in to contact with someone who is confirmed to have COVID-19: a. Members must advise their employer/ coach if they reasonably believe they have been exposed to COVID-19. b. Once the contact is confirmed, the member will be removed from the workplace/ practice for at least 14 days or as otherwise directed by public health authorities. Members who may have come into close contact with the member will also be removed from the workplace for at least 14 days. The workspace/ activity area will be closed off, cleaned, and disinfected immediately and any other surfaces that could have potentially been infected/touched. 7. Quarantine or Self-Isolate conditions: a. Any member has travelled outside of Canada within the last 14 days is not permitted to enter any part of the facility and must quarantine and self-isolate. b. Any member with any symptoms of COVID-19 is not permitted to enter any part of the facility and must quarantine and self-isolate. c. Any member from a household with someone showing symptoms of COVID-19 is not permitted to enter any part of the facility and must quarantine and self-isolate. d. Any member who is quarantined or self-isolating as a result of contact with an infected person or in families who are self-isolating, is not permitted to enter any part of the facility. Appendix C EVDSC Participation Agreement EVDSC Return to swimming Plan 10 | P a g e Version 2.2 – September 22, 2020 Application- all athletes, coaches, members, volunteers, participants and family members of participants while in attendance at Club activities. All Participants of EVDSC agree to abide by the following points when entering club facilities and/or participating in club activities under the COVID-19 Response plan and RTP protocol. ❏ I agree to symptom screening checks and will let my club know if I have experienced any of the symptoms in the last 14 days. ❏ I agree to stay home if feeling sick and remain home for 14 days if experiencing COVID-19 symptoms. ❏ I agree to sanitize my hands upon entering and exiting the facility, with soap or sanitizer. ❏ I agree to sanitize the equipment I use throughout my practice with approved cleaning products provided by the club (shared and personal equipment). ❏ I agree to continue to follow social distancing protocols of staying at least 2 meters away from others. ❏ I agree to not share any equipment during practice times ❏ I agree to abide by all of my clubs COVID-19 Policies and Guidelines ❏ I understand that if I do not abide by the aforementioned policies/ guidelines, that I may be asked to leave the club for up to 14 days to help protect myself and others around me. ❏ I acknowledge that continued abuse of the policies and/or guidelines may result in suspension of my club membership temporarily. ❏ I acknowledge that there are risks associated with entering club facilities and/or participating in club activities, and that the measures taken by the club and participants, including those set out above and under the COVID-19 Response Plan and Return to Sport Protocols, will not entirely eliminate those risks.
